Build Plan

  1. Implement split-candidate detection

    • Add multi-epic eligibility evaluation for partial-match scenarios.
    • Persist candidate metadata for downstream assignment and reporting.
  2. Implement task-level assignment engine

    • Analyze task content for canonical epic assignment.
    • Apply deterministic tie-break strategy for equal-confidence outcomes.
  3. Implement split-plan reporting

    • Emit per-task mapping plus rationale bundle.
    • Include summary diagnostics for operator review.
  4. Implement deterministic ID remap

    • Allocate target IDs in canonical destinations.
    • Enforce deterministic ordering and collision handling.
  5. Implement reference rewrite/update

    • Rewrite structured references to remapped IDs.
    • Emit unresolved-reference report for ambiguous prose targets.
  6. Run test suite and refine

    • Execute tests defined in ICW-E4S08T07-test-design.md.
    • Resolve failing guards and confirm regression stability.

Integration Touchpoints

  • Migration orchestration paths that currently use single-best-match epic mapping.
  • Semantic matching outputs used by canonical adoption flow.
  • Reference update mechanisms used for E:S:T rewrite operations.

Rollback and Recovery

  • Feature-flag split behavior until validation set passes.
  • Preserve pre-split mapping snapshots for deterministic rollback.
  • On validation failure, revert to snapshot and surface unresolved diagnostics.

Exit Criteria

  • FR-011 FR-1..FR-6 each mapped to implemented behavior and passing tests.
  • FR-011 AC-1..AC-6 evidenced by repeatable test results.
  • Deterministic replay confirms stable split assignment and ID remap.
  • Reference rewrite leaves no stale structured IDs in scoped targets.
